Cyborg definitely has real skills but she has no bargaining power because she also is definitely a cheater. The way I see it, she could go for broke and train her ass off and meet Rousey on her own terms and redeem herself by beating a real competitor or she can do what she's been doing, showing her mental weakness, fight cans, and never be taken seriously because she's a proven cheater. At this point she has already proven her mental weakness so even if Rousey went up to a catchweight Santos would just be going in to lose so she can make a payday. Honestly, the way women's MMA is growing, I think Santos will find herself a gatekeeper freakshow attraction in Invicta within a couple years, assuming they will have her.

Ronda isn't doing the running. She came to the UFC cuz that's where the best opportunities are for money and success, and she's in the 135lb division cuz most of the women fighters that Dana wanted to sign fought around that weight class (or at least had no trouble making weight at that division) and there was very little talent at the women's 145lb division in the world. I don't believe Cyborg when she said that the UFC "couldn't agree on a 140lb catchweight fight". I don't believe that for one second. Having the two best female fighters in the world go at it would be awesome for the UFC, it def could've happened, but Cyborg knows a loss to Ronda would hurt her rep and so she's gonna just beat up nobodies in other organizations.
