This is one of my favorite Closed Guard Passes. It is usable in both Gi and no Gi.
The power for this pass comes from the turning of the knee onto the rib cage. Make sure that when you step with the foot closest to the hip that it is not to close or to far away. I wish that I could accurately describe in words the spacing but it is something that is felt through many repetitions.
