Back Story On September 5, 2015, police officers Tom Brannan and Larry Hayes encountered an aggressive man on PCP at a McDonalds in Riverdale Park, MD. After several unsuccessful uses of the Taser, ASP batton, and pepper spray, backup arrived and the officers were finally able to control the subject.
