"Will make decision," sounds like a vague way of implying that they might not actually decide to strip Cruz's belt, but to say that would be to admit that things might just continue on in limbo.
Maybe it's just a way of saying it to try to sound more respectful towards Cruz. Cruz was a very, very good champion. Anybody who can even go five rounds in a close fight with a healthy Uriah Faber is top-class in my book. It's an awkward situation, especially with the interim title holder also getting injured (I don't know if he's close to healing up yet). I just hope he can make a full recovery, though I'm not exactly a fan of his either.
He just seemed to know how to use his reach in combination with his speed to great defensive effect, allowing him to consistently (but marginally) outscore other top-class opponents.
It's hard to avoid more defensive fights at the top level, but I do believe that being able to threaten with knockout power is important for anybody to be considered as the best fighter in the world. Knockout power is especially useful if, for example, a martial arts expert is attacked by multiple opponents, and when we talk about the world's best fighter, we are, I think, most interested in how those abilities would be practically useful in a real world situation.
