The fight was about to get stopped the first time kongo was knocked down, but just before the ref wanted to pull Barry off, Kongo clinched up. That means he was defending himself. The second knockdown, he was defending himself. He got up and kfto'd Barry. The fight could've been stopped by the first knockdown, but the ref didn't have to, so he didn't.
